whatever one is common to the area and if there are multiple ACs I use the oldest one. all ACs originally had the middle number as a 0 or a 1 if you don't know which one is older

They can't start with 1 bc you dial out 1 to go out of area, but I can't remember the other part. Same reason why LA is 213. Second fastest dial out time for the 2nd highest population

ND for instance is 701, so it's not just the 3rd spot cant be 1
