LAL 1st to NO (Continuously lotto protected)(held by CHI)

in 2064 if the pick is lotto it goes to CHi and NO gets the LAL 65 1st lotto protected.
If the pick isnt lotto it goes to NO and CHI gets the LAL 65 1st unprotected.

Hopefully that makes sense.
